I never said I was in favor of VA going that route.
Just pointing that VA would look to recoup the lost revenue via other means. If the auto shops are no longer a revenue collector for the state, then VA will just find some other way to support the industry. Hence my example I used in the previous post.
Keep in might these auto shops don't see any money from safety inspections and emission tests. They only serve as a pass-thru instead of you giving the money directly to the state. Also, VA uses them as a data collector and probably maintain the data collector. Since the data is transferred electronically, VA probably just cross-references the data received from the auto shops with its lists to verify who is compliant and who is non-compliant. VA may use the data for other things, but this process was established as a way for VA to reduce cost.
